Cant find Hippie Herb and Dig Site?

Ive gone around and around the map looking for Hippie Herb so i can follow him to the dig site. I think he might have disappeared on me because i found the dig site before i completed the shovel. When i stumbled across the dig site it flashed 'Objective Complete'. I then went back and completed the shovel and Hippie Herb is nowhere to be found.

Did I just screw up this quest or is he out there somewhere and i just cant find him?

I couldn't find him for a day or so, then he turned up in front of the boat shop. Took the salt shaker and I finished a quest. Hope that helps.
