Frustrated with a couple quests

Stuck in the "find-the-cruise-passengers" quest -- found the sunburnt guy on the beach, was sent to collect shells and starfish. Found several straight off and then...nothing. I've been to every beach (that I'm aware of) and there are no more anywhere. But the quest still shows there are more. Am I missing another beach(es) somewhere? Have I just not discovered them yet? When I go back to the guy he justs repeatedly asks "did you find my shells?" -- another clue or two might be nice.

Also, someone else posted this question: Is there a glitch in the game -- I hired a steel drummer but still cannot get the steel machete. And how do I hire more musicians to unlock other tools?
